Jack Rinchich

NACOP President

Chief Rinchich has forty years of law enforcement service and forty years as a Chaplain. He is a retired Marine and served two tours of duty. He is an Active Shooter Response Trainer and has served with VIP Security Details – Including Presidential. He has served with the National Association of Chiefs of Police since 1986.

John Kucan

National Outreach Chairman

Trooper John Kucan (Ret.) was permanently disabled in the line of duty on August 19, 1988 when he was shot in head and leg during traffic stop of convicted drug dealer. He has served as the National Outreach Chairman for the Family Fund for Paralyzed & Disabled Police Officers since 2003.

Brian Smith

Senior Vice President

Captain Brian Smith has over forty years of law enforcement service. He is skilled in Criminal Intelligence, Emergency Management, Law Enforcement Training and Dignitary Protection. He has served with the National Association of Chiefs of Police since 1979.
